Robert E. Howard on Barbarism And Civilisation

"Barbarism is the natural state of mankind. Civilization is unnatural. It is a whim of circumstance. And barbarism must always ultimately triumph."

- Robert E. Howard, "Beyond the Black River" (1935)

Who is being quoted there? Which character spoke it, I mean? Conan? That story was about the young Conan, wasn't it? The Picts retaking the land near a river border, if I remember correctly. I'm not sure the older Conan, who became king of Aquilonia, would agree... Great stories, just got the complete Conan for a Christmas gift.
